Organized Crime in The Pack (Wulfhesse) Regions


   Organized crime in Wulfhesse refers to the activities of various packs of crime families (packs) and organized crime syndicates. Just as in other Rimward Reach empires, Wulfhesse saw a rise in organized crime in the 27th century but the Wulf public seldom felt the effects of the criminal packs. The crime families kept their enterprises out of the public eye and disputes between packs were often solved through mediators, usually Wulf Shamans or heads of packs.

Wulfhesse Criminal Packs


Arabat Mafia


   The Hesset, the most prominent news source in Wulfhesse, reported in 2616 that the cityworlds of the Bernasse starsystem (all 12 planets were cityworlds) and Daksen starsystem (Daksen-3, Daksen-4, Daksen-5, Daksen-6) had significant problems with seven conspicuous "Arabat Families" who control most of the organized crime in those systems. For example, the puppy mills in the Grauhund quarter on Daksen-3 were controlled by one family, the Redds. 

Mushen Organized Crime


   The Kanindretta, Huskin, and Chowsa all operated in Wulfhesse; the Kanindretta had the strongest presence. There were some estimated twelve million members of the Kanindretta active in Wulfhesse, mostly in the drug trade. The Huskin pack had infiltrated the construction industry in Wulfhesse and had an especially lucrative deep space concession. There were also five Doberan Mafia packs active in the empire, mainly associated with drug and puppy mills. Mushen crime packs were based in the Ruhna starcluster and in the west of Wulfhesse.

Droneship Pirates


   Pirate packs such as the Ahdenas, Branchers, Hundium and later, the Wolfara, and Nachtwulfe were active throughout Wulfhesse. While not all Droneship captains were criminal, some controlled large sectors of the drug trade within saloons and nachtclubs.

Abaloosa Mafia


   Abaloosa mafia families were active in some of the Wulf urban centers, like Caninber starsystem. They play an important role in the drug trade and the puppy mills of the empire.

   "Ethnic Abaloosas," as the Wulfhesse officials call them, who came into Wulfhesse from Borthan, Nimminy, and Wearsan, had created a powerful criminal network. Abaloosa industrial credit banks in Wulfhesse were used to launder and transfer vast amounts money out of Wulfhesse. One of these banks was discovered by accident by the Wulfstadt starcluster constabulary while checking an interstellar travel agency "Blaupont" owned by the Abaloosas. There were no travel-related media at the agency, and the computers were nonfunctional. Blaupont was a coverup for some other business. The High Criminal Constable of Wulfstadt, Rager Brushver found that Blaupont had transferred vast amounts of digital currency to Wearsan—for 'humanitarian purposes.’ The money was transported by couriers in waist belts with embedded flexline servers. So, in a single one-way trip, it was possible to carry vast sums.

   Abaloosa Mafia operators were spread throughout Wulfhesse. One mafia pack in Caninber starsystem had over 450 trillion in real estate portfolios. To protect their business the pack had bought off police, judges and prosecutors in Caninber starsystem.

   Abaloosa criminals in Wulfhesse also frequently come to blows with Briddarri criminals operating in the Wulfhesse. Abaloosa slave traffickers had several serious confrontations with a northern Briddarri organized crime gang known as the Longview Corporation.

Rutak Mafia


   Rutak-speaking crime packs such as the Tenvestya pack were active in cities such as Wulfstadt. Money laundering, illicit drugs and extortion were their business. Rutak criminal operations included ethnic Rutak and Rutak-speaking Wulffen as evidenced by the arrest of Ravit Michka, a senior member of the Wulffen community in Bernasse and a high-ranking member of the Tenvestya pack. Gorjian, Tamenian, and Chakhan crime packs were active in Wulfhesse but had little to do with the Rutak packs.

   Another major form of Rutak-speaking organized crime in Wulfhesse consists of so-called criminal Terriedler families. Terriedler were ethnic Wulfs (also called Treva Wulfs) that were born in Borthan. While a lot of Terriedler quickly mastered the Wulf language, a lot of families held unto the traditional lifestyle they lived in Borthan and the Viniculum. This led to the formation of individual and clan-based packs of Terriedler involved in organized criminal activities such as drug trafficking, extortion, puppy mills, and extreme violence. Due to the large number of Terriedler, they considered a major player in organized crime in Wulfhesse.

Sheferdian Mafia


   The Kebrun clan was active in Wulfhesse in drug trafficking and alien slavery. Members were largely ethnic Sheferd wulfs, some of them former soldiers, but Chaulk-Lynn humanoid aliens and Borthans from the Sheferdian region of Drendok Borthan and some of the ex-Nimminy families as well.

Spaniol Organized Crime


   Spaniol crime packs of ethnic Spaniols and Mutkas from Spaniola province were active throughout Wulfhesse in extortion, weapon trafficking and drug trafficking. The packs were linked to political packs in their home starsystems, such as the Grey Wulffen for right-wing Spaniols and Wulfstar for left-wing Spaniols and Mutkas.

   In 2614, the annual Wulfhesse report on organized crime, presented in Bernasse by interior minister Thusser Massiff, showed that there were fifty-seven Spaniol and four Mutka packs in Wulfhesse. Alongside the traditional fields of drug smuggling, the packs turned their attention to burglary, grand theft and fraud. Ten percent of Wulfhesse's pack members were reported to be Spaniol.

   In 2616, The Hesset reported that the Spaniol starship raider pack, the Cananien Wulfia was growing rapidly. The Cananien Wulfia advanced more and more into puppy mills, which resulted in bloody territorial battles with established criminal packs.
